Hon. Balaam Barugahara, the esteemed State Minister for Youth and Children Affairs, has stepped forward to address the growing scandal surrounding prominent socialite Don Chris.
The scandal—one that has left dreams shattered and families in despair—centers on an alleged visa fraud scheme that has implicated Don Chris in the defrauding of approximately 350 individuals, amounting to a staggering Shs 1.4 billion.
The victims, mostly young Ugandans desperate for better opportunities abroad, were allegedly lured by enticing promises of lucrative overseas employment.
“The youths came to my office and demanded answers,” Minister Balaam recounted solemnly, as he confirmed receiving an influx of desperate victims at his ministry.

Moved by their plight, the Minister took the unusual step of personally intervening in the matter.
Demonstrating both empathy and resolve, Balaam confronted Don Chris and urged him to take responsibility for the wreckage left in the wake of his alleged deception.
“I advised him to look for money and refund these people,” Balaam stated. “He asked for one week but failed to fulfill the commitment.”
Instead of honoring the plea for justice, Don Chris reportedly chose the path of evasion—fleeing the country, leaving victims in anguish and the scandal growing by the day.
Faced with this betrayal, Minister Balaam made a decisive move: escalating the case to Uganda’s Criminal Investigations Directorate (CID).
